 I am preparing for 2021. I have a query that is it good to complete ethics once before prelims? I am confused please help me.

If you've time then I think you should go for it. Ethics is a high scoring subject, with proper definitions and connecting it with some examples one can fetch good marks in it. 
I'll suggest you cover Ethics, at least those static parts leaving the case study (if time permits, do it too).
